Cigarette Tax Scorecard (4th Edition): Philippines [Fact Sheet]

This Fact Sheet was written based on the findings of the fourth edition of the Cigarette Tax Scorecard. The brief evaluates the cigarette tax policies in Philippines. In 2024, Philippines scored 3.75 points out of 5 overall. This is higher than the region, income group, and global averages, yet there is ample room for improvement relative to top performers. The overall score is an average of the following components: the cigarette price, affordability change, the tax share of the price, and the tax structure. Philippines received the most points in the affordability and tax structure components with 5 points. On the other hand, Philippines received 2 points in the tax share component. Philippines' overall score increased from 2014 to 2018, but remained largely unchanged since. This fact sheet concludes with recommendations for Philippines' government to continue to reap the benefits of the simplification of their cigarette tax structure by raising tax rates to outpace inflation and growth, thus, improving public health while raising tax revenues.
