Cigarette Tax Scorecard (4th Edition): Bangladesh [Fact Sheet]
This Fact Sheet was written based on the findings of the fourth edition of the Cigarette Tax Scorecard. The brief evaluates the cigarette tax policies in Bangladesh. In 2024, Bangladesh scored 1.38 points out of 5 overall. This is lower than the region, income group, and global averages, which suggests that there is substantial room for improvement. The overall score is an average of the following components: the cigarette price, affordability change, the tax share of the price, and the tax structure. Bangladesh received the most points in the tax share component with 3.5 points. On the other hand, Bangladesh received zero points in the affordability change component. Bangladesh's overall score increased in 2018, before falling back down in 2022, with a slight increase in 2024. Notably, the country's complex tiered tax structure continues to diminish the effectiveness of tax policies. This fact sheet concludes with recommendations for Bangladesh's government to seize the opportunity to implement a more effective tax system that will improve public health while raising tax revenues.
