Cigarette Tax Scorecard (4th Edition): Armenia [Fact Sheet]

This Fact Sheet was written based on the findings of the fourth edition of the Cigarette Tax Scorecard. The brief evaluates the cigarette tax policies in Armenia. In 2024, Armenia scored 2.13 points out of 5 overall. This is higher than the average scores of its income group and the global average, but there is ample room for improvement relative to the region and top performers. The overall score is an average of the following components: the cigarette price, affordability change, the tax share of the price, and the tax structure. Armenia received the most points in the tax structure component with 5 points. On the other hand, Armenia received zero points in the affordability change component. Armenia’s overall score increased between 2014 and 2022 due to an increase in the tax share and improvement in the tax structure, with no further progress in 2024. This fact sheet concludes with recommendations for Armenia's government to strengthen their tax system to improve public health while raising tax revenues.
