A Toolkit on Modeling the Impacts of Tobacco Taxes
The Toolkit was written by Jean Tesche, Ana Mugosa, Mirjana Cizmovic, and Violeta Vulovic. The toolkit provides guidance for forecasting the impacts of tobacco taxes on government revenues and public health using the three most commonly used models. Specifically, the authors cover the assumptions, data requirements, and design of the World Health Organization’s (WHO) TaXSiM model, the University of Cape Town’s (UCT) TETSiM model, and the Tobacconomics model of the University of Illinois Chicago (UIC). The toolkit discusses the strengths and limitations of each model, as well as the ways researchers can adjust them when faced with data limitations. The toolkit concludes with a brief discussion of two alternatives: the SimSmoke model and the ACS model.
