Liberia scores better than the average scores of countries in its region and income group, and higher than the global average, yet there is ample room for improvement relative to top performing countries.

Liberia scores well in affordability change but scores poorly in cigarette price, and tax share, and in the mid-range in tax structure. It would greatly benefit from higher cigarette prices, increasing the tax share of price, and improving the tax structure.
Scores Over Time
Liberia's overall score increased from 2016 to 2020, then it remained constant in 2022. The increase in 2020 was due to an increase in the all component scores.
