Ghana scores well in tax structure, but poorly in price, affordability change, and tax share components. Ghana would greatly benefit from increasing cigarette prices, reducing cigarette affordability, and increasing the tax share of price.

Scores Over Time

Ghana's overall score and component scores remained constant from 2014 to 2022, then rose in 2024 due to an increase in price and the tax share of cigarette price, and improvement in tax structure. The country has not been able to reduce the cigarette affordability over time.
