Armenia scores higher than the average score of countries in its income group and the global average, but further improvements are needed to reach the regional average and top performing countries.

Armenia scores well in tax structure and poorly in the price, affordability change, and tax share components. Armenia would greatly benefit from increasing cigarette prices and the tax share of price, and reducing cigarette affordability.
Scores Over Time
Armenia's overall score increased between 2014 and 2022 and remained stable since. The increase in 2022 was largely driven by an increase in the tax share of price and improvement in tax structure. Nevertheless, the country has not been able to reduce the affordability of cigarette over time.
