Itziar Belausteguigoitia, MPP, MHR

Itziar Belausteguigoitia is a health economist with over a decade of experience working on the design and implementation of fiscal policies to prevent noncommunicable diseases. She is currently a Technical Officer on Tobacco Economics at the Pan American Health Organization (PAHO), where she supports countries in strengthening tobacco taxation policies in line with public health goals. Previously, she was part of the Fiscal Policies for Health team at the World Health Organization, providing technical assistance on tobacco, alcohol, and sugar-sweetened beverage taxation across multiple regions. She holds a Master’s in Public Policy and a Bachelor’s in Economics from the University of Maryland, College Park, and a Master’s in Health Research from Lancaster University.
